Research and Capacity Building for Domestic Resource Mobilisation
The 2030 Agenda for Sustainable Development sets out an ambitious agenda for the world community. Several of the Sustainable Development Goals (SDGs) recognise specifically the challenge of raising domestic revenue to finance public spending in a sustainable manner and combat poverty and inequality. These challenges are particularly salient for developing countries. A key target of SDG 17 is therefore to increase domestic resource mobilisation (DRM), including international support to developing countries to improve their capacity to efficiently, effectively and equitably raise taxes and other domestic revenues.

The Research and Capacity Building for Domestic Resource Mobilisation (DRM) Project is a collaborative initiative between the University of Copenhagen Development Economics Research Group (UCPH-DERG) and the Global Trade Analysis Project Hub (GTAP-Hub) at Purdue University, supported by the Danish Ministry of Foreign Affairs under Denmark’s Resource Mobilisation for Development – Anti-Corruption and Domestic Resource Mobilisation Programme.
The project aims to strengthen the evidence base, analytical tools, and institutional capacity needed to improve domestic resource mobilisation (DRM) in African economies. The work combines frontier empirical research, data development, economy-wide modelling, and training for policymakers and analysts.

Elizabeth Gavin is a Senior Economist in the Fiscal Affairs Department of the International Monetary Fund. She has in-depth experience with revenue issues in Africa and plays a leading role in the collection of data on revenue on the continent and beyond.
Stephen Karingi is the Director of the Macroeconomics, Finance and Governance Division in UNECA. He has been a major force in helping to establish African Continental Free Trade Area (AfCFTA), and he is keenly aware of the importance of the border in revenue collection.
Jane Nalunga is the Executive Director of the Southern and Eastern Africa Trade Negotiations Institute, which is a non-government organization seated in Uganda. She is an expert in trade, tax, and investment.
