SUMMARY: This paper calculates the benefits
accruing from rent control on the
Danish housing market to the occupants of private rented housing, social
housing and co-operative housing. The socio-economic groups which receive the
greatest benefits are identified. By controlling for sample selection bias it
is shown that the rent control benefit is very poorly targeted among tenants in
private rented housing, as high incomes and high levels of education are
strongly associated with higher benefits. In social housing the rent control
benefit is even more badly targeted than in private rented housing as, in
addition, tenants from non-OECD countries, the unskilled, people
taking early retirement and the long-term unemployed receive relatively low
benefits.
